Removed politics script for more compatibility. Simply moved the loyalty reduction to government type instead. No actual gameplay changes.

1. Adjusted difficulty bonuses. Now more in line with Warhammer and Attila (should be more challenging)
2. By popular demand, reverted upkeep and base income values to vanilla (this is a vanilla mod after all!)
3. When using Dresden's "banditry and plagues" mod, less free sanitation available from technologies (it was too easy to ignore sanitation issues)
