Hopefully fixed an issue with the reactor not taking materials, and thus not producing power, if you were in a campaign with centralised resources.

Added a Maximum Energy slider to the user GUI. This sets how much output can be dedicated to recharging energy on the ship.

- Changed pitch, distance and volume of spinning turbines.
- Disabled periodic check of blocks to see if there were any inside the containment that shouldn't be there.

Version 0.9.8 released
Although a big jump in version number, the changes aren't huge. Just getting that closer to the final vision.
- Build guide in previous version was included by accident and unfinished. It has now been finished and is shown in the inventory tab. It is still recommended that you read the help page.
- Added sound when turbines are spinning. I hope it is not annoying >_>
- Added a sound when a breach occurs.
- Inner volume will always be at least 105 due some changes on the check on the containment's size. This is to avoid certain bugs.
