Forgot to upload the 0Harmony.dll

Now using Harmony to redirect the appropriate methods

Mod no longer tries to starts and gives an error in the editors

Added support for changing Tourist Factors

Changed the inner workings of the mod because a lot of things weren't working as intended.
The mod now overrides OutsideConnectionAI.SimulationStep instead of changing the values of the existing instance.
Values now save correctly

Fixed crash when starting new map
Added beta dummy traffic control (I won't have time to test it in the following weeks so I thought I might as well add it, if it doesn't work don't use it (and post your output_log.txt here please))

Fixed the bug where the mod didn't find the MyDocuments Folder
