General Changes
  • Changing to a High Upkeep produces a 5% chance of Resistance(from 10%)
  • Changing to a Medium Upkeep produces a 10% chance of Resistance(from 20%).
  • Changing to a Low Upkeep produces a 15% chance of Resistance(from 30%).
  • Changing to a No Upkeep produces a 20% chance of Resistance(from 30%).

    These changes should improve wide empires as their chances of landing a revolution hits harder in civs with more cities than those with less cities.

Government Civics
  • Representation's Production Bonus to Civil Servants converted to Faith (CSD only)

Legal Civics
  • Vassalage no longer grants Great Admiral Points to coasal cities.
  • Vassalage no longer double the rate of a military city-state's unit gifts.
  • Vassalage now increase yields from Vassals and City-States increased by +20%.
  • Nationhood no longer increase a city's combat strength by +20%.
  • Nationhood now rewards 300 Culture and Golden Age Point scaling upon era when any city kills a spy.

Labor Civics
  • Slavery no longer grants production upon a citizen birth.
  • Slavery's Laborer Production Bonus increased from +2 to +3.
  • Slavery's Puppet and Courthouse Production bonus decreased from +20% to +15%.

Economy Civics
  • Ingenious Craft REWORKED
  • Low Upkeep
  • Converts 5% of a City's Gold output into Science.
  • Great People Improvements produce +2 of their appropriate yields.

  • State Property's Production Bonus converted into Food Bonus.
  • Fixed Corporatism bug where having a corporation prevented a corporation!

Religion Civics
  • Ancestor Worship REWORKED
  • Low Upkeep
  • Grants the construction of the Alter or faith-purchase as long as a religion is present in the city (+1 Border Growth Point and +1 Faith)
  • While Ancestor Worship is active, Alter grants an additional +2 Faith, +1 Tourism, and the Border Growth Point is converted into a Culture.
  • Natural Wonders and Landmarks produce +5 Faith.

  • Organized Religion REWORKED
  • High Upkeep
  • Requires a Majority Religion
  • Founder Religion Building produces +10% of all six yields and +5 of its respective yield (Vox Populi Only)
  • Holy Sites and Cities following your Majority Religion produce +3 Production.
  • +1 Production from Temples.

  • Cult of Personality's Culture Bonus reduced from +3 to +2.

Government Civics
  • Patronage rise the resting point of city-states by 20.
  • Patronage no longer provides +1 Influence from Trading with City-States.
  • Patronage now cause City-State Influence to decay 40% slower.

Legal Civics
  • Civil Law now corresponds to specialist producing happiness.
  • Bureaucracy still produces no unhappiness from specialists.
  • Bureaucracy's No Unhappiness from Specialist raised from 15 to 20.

Labor Civics
  • Slavery's Production bonus increased from 5 to 7.
  • Slavery's Puppet and Courthouse bonus increased from 15% to 20%.
  • Serfdom's Improvement Speed bonus increased from 15% to 20%.
  • Serfdom now provides +1 Food to Villages.

Economy Civics
  • Fixed Corporatism's bug with Monopoly Values.
  • Corporatism now requires a Corporation HQ. (Vox Populi Only!)
  • Environmentalism's Culture bonus reduced from 2 to 1.
  • Environmentalism now provides Golden Age Points to Forests, Jungles, and Marshes.
  • Environmentalism's Production Penalty increased from -1 to -2.

Religion Civics
  • Organized Religion now requires a Majority Religion (Vox Populi Only!)
  • Theocracy now requires a Majority Religion (Vox Populi Only!)
  • Pacifism's GPP Creation bonus increased from 50 to 60.
  • Pacifism now creates +25% War Weariness (Vox Populi Only!)
  • Free Religion's Science bonus reduced from 15% to 10%.

Bureaucracy's Capital Modifier Bonus reduced from +50% to +40%.
Bureaucracy no longer provides a bonus from city connections.
Bureaucracy now grants +1 Production and +1 Gold to all cities.
Bureaucracy grants +1 Production and +1 Gold to the capital for all owned cities.
Mercantilism's City Connection yield bonus reduced from +5 to +3.
Mercantilism now provides +50% Gold from City Connections.

Reworked notification system to no longer an event notification(it's a general notification now)
Added Civilopedia entry, just search Civics!
AIs now get a chance of revolution in their cities they commit a change to their civics!

Confederation's Puppet bonus removed.
Confederation's Gold Bonus increased from +20% to +50%.

Civil Law's bonus extend toward Golden Ages as well as WLTKD.

Slavery now provides +15% Production to Cities that are puppeted or have a courthouse.

Mercantilism gets their old ability back. +50% Yield from Domestic Trade Routes.
State Property no longer produces +10% Food and +10% Production, but rather only to Corporate Offices and Franchises produce half the effect.

No one ever mentioned this, but despite Civics and Reform requiring Vox Populi. Most of the civics never truly applied to CSD's new specialist: The Civil Servant. So anyways,

Patronage's Friend and Allied CS bonus reverted: +1 Gold from Friends, +2 Food/Production from Allies.
Representation now grants +1 Production to Civil Servants.

Civil Law: Specialist Unhappiness reduction reduced from 2 to 1.

Caste System now grants +1 Golden Age Point to Civil Servants.
