Fixed Constutionalism and State Atheism's Problem of not spawning the correct amount of Golden Age Points and reducing the trade religion pressure respectively.
Readjusted flavoring, so the AIs don't always or never adopt the new civics

Version 3: The Independence of the Orients

Added government civic: Confederation granting +20% gold in all cities at a cost of -15% more unhappiness(-4 unhappiness for non-VP). Medium Upkeep. Unlocked at Writing.
Added legal civic: Constitutionalism granting +1 Golden Age Points per citizen while extending Golden Age +25% longer. High Upkeep. Unlocked at Telecommunications.
Added labor civic: Mechanization industrializes citizen's births gaining food, production, gold, and science. Upon founding a city, cites start off with bonus starting production and population. Medium Upkeep. Unlocked at Robotics.
Added economy civic: Ingenious Craft creates yield bonuses for improvements. Medium Upkeep. Unlocked at Trade(Horseback Riding)
Added religion civic: Ancestor Worship generates faith and culture on citizen's births. Medium Upkeep. Unlocked at Pottery.
Better UI for Civic Notification.
Default civics now reduce their proper unhappiness modifiers by -20%(was -10%)
Citizens no longer generate gold at all. (Empires with large population tend to boast in a lot of gold bringing poverty to smaller-population nations, this shouldn't be the case here as in real life civilizations with smaller population tend to be less poverty-stricken!)
Merchants generate +4 more gold than usual.
Patronage now requires Education instead of Chivalry.
Police State now requires Rifling instead of Military Science.
Bureaucracy now requires Physics instead of Civil Service.
Mercantilism now requires Currency instead of Guilds.
Pacifism now requires Biology instead of Scientific Theory.
State Atheism now requires Flight instead of Scientific Theory.
Free Religion now requires Penicillin instead of Scientific Theory.
Revolution chance is now much much lower than before(especially when switching toward civics with higher upkeep)
Bureaucracy's City Connection Bonus now increased from 10% to 15%.
Bureaucracy now allows Courthouses to be constructed +25% faster.
Vassalage additionally generate Great General Points from Forts and Citadels and Great Admiral Points from Fishing Boats and Coastal Cities.
Serfdom additionally generates +1 local culture to farms.
Environmentalism now generates +15% gold in cities with a recycling center.
State Atheism now prevents faith production without the Shrine.
Free Religion now grants the science bonus without the Shrine.
Emancipation is now Low Upkeep, generates +50%(25%) tourism toward civilizations with less happiness, and generate +1 happiness from each 6 citizens(was 8).
Fixed Bureaucracy not applying its capital bonus while having her bonus increased to 75%(was 50%)

Upon researching the appropriate prereq tech, an event notification will appear informing you to switch civics.
Organized Religion no longer provides gold bonuses and faith to religious buildings.
Organized Religion now provides +2 gold and +1 faith to Shrine and Temple.
Free Religion civic now additionally adopts the pantheon bonus of the second religious majority in a city. (Vox Populi only)
Modified UI to calculate how much gold you would lose ORIGINALLY with just that one civic. (Does not include other civic's maintenance modifier or any other maintenance modifier)
Switching to a civics with a higher upkeep are less prone to revolt. [hidden change] (Medium Upkeep: 33% chance, High Upkeep: 17% chance, No Upkeep: 75% chance)

Revolution mechanic is now randomized. Only a few cities or all cities(unlucky) will revolt when you switch a civic.

Completely save-game compatible. I guarantee it.

Version 2: The Balance of Empires

Canceled Civic Events Update
Civic and Reform now blocks JFD's Rise to Power(Everything else JFD made is compatible)
Enacting default civics won't give you revolution.
3 citizens now produce +1 gold.(was 4 citizens)
Cities are +15% more unhappy with everything(Crimes, Poverty, Illiteracy, Religion, and Boredom) to compensate for the free civic bonuses that you take.(Non-Vox Populi unaffected)
Despotism now reduces crime globally by -10%
Hereditary Rule's Upkeep reduced to Low(Was Medium)
Patronage now also decreases the decay rate of city-state's influence along with increasing the resting point by 15%.
Representation Rework: +1 science to merchants, artists, and musicians. +1 gold to writers, engineers, and scientists.
Police State reduces War Weariness and no longer reduces crimes while also has its military production increased to +50%.
Universal Suffrage's investment reduction now increased to -35%
Anarchism now reduces illiteracy globally by -10%.
Civil Law no longer grants any culture/science bonus, but now provides border culture(culture that contribute to borders, but does not contribute to policies). Civil Law is now low Upkeep.
Vassalage now reduces unit maintenance and no longer provides free maintenance for 6 units.
Bureaucracy's City Connection bonus reduced to 10%(from 25%).
Free Speech's Culture Rate reduced to 10%(from 15%).
Tribalism now reduces boredom globally by -10%.
Caste System no longer provides Great Person Generation, but provides +1 food to engineers, merchants, and scientists and +1 production to artists, writers, and musicians. Upkeep is now Medium.
Emancipation now checks the global population and adds happiness rather than rely on each city's population for happiness.
Decentralization now reduces poverty unrest globally by -10%.
State Property no longer provides production bonuses for corporate offices.
State Property now provides +10% food and +10% production in cities with a Workshop
Corporatism now provides +3 tourism to offices(was +2)
Paganism now reduces religion unrest globally by -10%
Organized Religion provides +2 gold and +1 faith to religious buildings(was +3 production and +2 faith)
Pacifism's GPP bonus reduced to 75%(from 100%)

Balance Changes:
Representation's Happiness bonus reduced to 3(from 4)
Universal Suffrage now provides +2 production to village(trading post), and +3 production to town(custom house)
Civil Law now provides +2 culture, +1 science, and +1 tourism(was just 1 culture and tourism)
Nationhood now deducts -2 gold from trade routes(was 1 gold deducted)
Slavery now provides +2 production in each cities(was 1 production)
Free Market now provides +1 gold from trade routes(was 2 gold added)
State Property penalties on corporate offices decreased to 3(was 6 deducted)
Pacifism now increases the unit maintenance by +40%(was 50%)
Upkeep Changed Again: Low: 10%, Medium: 20%, High: 35% (Was 5%, 25%, 45% respectively)
4 Citizens now generates +1 gold(was 1-to-1 generation rate)

General Changes:
Reworked UI: You no longer have to use notifications to see the other person's civics, the civics are in the UI itself now.
Added a random tip for those who may need help in enacting civics and life.
Reworked AI flavoring: AIs should now take on the new civics if they actually want it and can sustain the gold rather than sticking to the lowest upkeep possible.
