Police State now reduces the effectiveness with foreign spies stealing Great Works(VP-Only) and Technologies by -25%.

Version 3 (Big Changes Comes Big Things) The shift in having stronger changes will make the relatively stronger civic look marginally weaker while promoting more diversity in making civic choices and less obsolete civics. Now you should choose what is best for your civics.

Confederation's Unhappiness Penalty reduced from -30% to -25%.
Representation's Science Bonus increased from 1 to 2.
Patronage now have spies rig elections faster by +15%.
Police State no longer grants happiness to Arsenal.
Police State now grants happiness to Constabulary.
Police State now grants happiness to Police Station.
Universal Suffrage now grants +2 Production, +1 Gold and +1 Science toward Villages and Towns.

Hereditary Rule now provides +10% Production when constructing Wonders.
Patronage's Effect Reworked: +1 Influence to City-States that you have a trade route with, influence decay 25% slower, and city-state quests yield out +15% more rewards. (The bonuses were too significant as a passive civic especially in larger maps with many city-states, so this rework promotes more active diplomacy in the intervention of city-states.)
Representation's Capital Happiness Bonus increased from 3 to 6.
Representation's Gold Specialist Bonus increased from 1 to 2.
City-States who are allied toward Civilizations with Vassalage are more likely to gift units during combat.
Vassalage's Great General Bonus on Forts now extend toward the Chateau, Kasbah, and Feitoria.
Bureaucracy now grants +5 Production and Gold in the Capital.
Nationhood's Increased City Strength increased from 15 to 30.
Free Market's Base Trade Gold increased from 1 to 3.
Caste System's Food Specialist Bonus increased from 1 to 2.
Mechanization's Citizen Birth Bonus increased.

Theocracy's Promotion now gets properly removed when switching to another religious civic.

Save-game compatible. (Somewhat compatible if the AI decides to choose another religion civic that removes the theocracy promotion properly, but still works nonetheless)

Version 2 (Tax Haven)
Although no new civics are released, the upkeep system is now reworked where high/medium/low upkeep no longer worked on a 35%/20%/10% stance, but rather depends on the civic type. An example is a Universal Suffrage is more costly to maintain than a Free Speech, but a Free Religion is definitely much cheaper to maintain than both of them now despite being considered medium upkeep. (Government Civics are costly compared downward all to religion civics just how civ 4 worked it)
Debugger Mode activated(Find out how the AIs are paying in maintenance now on their civics!)

Civic's same diplo bonus much decreased significantly. (no longer +2/4/6, but now +1/3/5)
Civic's Overall Merchant Bonus reduced from +4 Gold to +2 Gold.
Civic's Overall Happiness Penalty reduced from +15% to +10%.
Improved AI's flavoring on switching over from Mercantilism to Free Market(No more trade isolation after renaissance)
Improved UI that shows your upkeep maintenance without having to choose another civic.
Confederation's Happiness Penalty reduced from +35% to +30%.
Pacifism's Unit Maintenance now reduced from +40% to +30%.
Bureaucracy's City Connection bonus now increased from +15% to +30%.
Bureaucracy's Capital Gold and Production bonus now increased from +75% to +100%.

Fixed game-breaking bug where inspecting other civilization's civics would result in no civics at all.
Fixed Confederation bonus not applying cities.

Save-game compatible. Just switch all your civics to default and then back to the original civic you had(might have a little revolution.. but other than that)
