Fix Running Info Line location

Adjusted bottom bar size and spacing.

-Mod renamed!
-Vector based Navigator background. All backgrounds in this mod are now vector based.
-Bottom bar re-ordered. Mail icon removed.
-Tutorial overlays added back in. They are not exact, but now you won't be stuck if you load this mod prior to starting a brand new game with tutorial enabled. Not a likely scenario since new people probably won't play with mods first time.

Changes GPS background to go along more with the theme.

Fixed money spacing for you rich folks.
Adjusted other spacings so text should not run-over to a second line.
