Updated cc_commandtable.lua and cc_util.lua
For server owners: Please push this update onto your server as soon as possible, as it patches two exploits that have been used by cheats to send messages globally to everyone in the server (of the exploiters choice) as well as crash your server via net message spamming. This update patches multiple security and performance issues.
