I increased the number of luxuries significantly and made sure everyone was in the Atomic Era (as opposed to the Ancient one).

I think I broke it in a previous version; it should work now.

Made Dublin an independent City-State and gave Civs more starting gold, to make dealing with initial unhappiness and debt easier.
