Now supports new trailers update!

- Added in Going North & France DLC Cargoes (94 Cargo Types)
- Used new config files from new cargo trailer-cargo logic

- Updated to game version 1.31.2.1 (06/2018)

- Used new files from latest game files with updated settings for: Fragility, ADR Class/Ratings, Maximum Distance, Groups & then changed price coef to 2X on all the cargo .sii files.

This version should work with any upcoming updates for 1.31 and with the future 1.32... I think.... monkaS
