Fixed issue where new conquest bases would not be registered as valid due to IsBroadcasting variable not being set.

Fixed issue where conquest base would become valid without broadcasting in some cases
Fixed some cases where invalid conquest base caused conflict with valid conquest bases
Fixed issue with conflicts not being saved, allowing you to usurp conquested area after restart
Changed wording in ConquestServer.log to make it more obvious as to what is happening
Made ConquestServer.log a little less verbose (use /conqconfig debug on to make it more verbose)

Conquest is now valid within MaximumHillRadius+100m instead of MaximumHillRadius+50m on planets/moons if WithinBroadcast is false.

Added more checks to ConquestBeacon GameLogic since you can't be sure of anything being loaded...
Added a catch to run the logic to recheck a conquest base (should fix "Base is not valid, Reasons:" with no reasons listed).
Added OwnerId and IsBroadcasting fields to ConquestBase object so it is more obvious why a base is valid or not from reading the save file.
Re-Ordered components in conquest beacon so that it is possible to hack a beacon and gain ownership without making it cease functioning (conquer conquest bases!).
