Ignore matrix and food slaves, also ignore for purged pops excluding purge neutering
Autobuild for habitats
Now give mines for slave one time action option
Now special planets rebuild planet buildings only one time after edict
More smart buildings in general
Probably better performance

Among them:
Regenerated clean blocker code
Added is_under_colonization has_ground_combat not is_controlled_by owner to most mod's parts
Will try to build mine or power plant on ept tiles near capital
Updated trigger of space stations autobuild option
Slave processing will be build on tiles with mineral or food
