Fixed voice banks for real this time, Havoc should be much more talkative.

Should actually work now, updating it broke it somehow so I broke it some more, then fixed what I broke and it works!

More than doubled the number of VO lines, and Havoc should now be as talkative as vanilla (and properly made) voicepacks. (Hopefully just generating the 15 soundbanks was enough, couldn't figure out how to move them into the package with the soundcues)
