- Missing icon for Naval Intelligence
- Missing Help Text for Naval Intelligence, VSI Headquarters

New additions:
VSI Surrogate Headquarters
Naval Intelligence (moved from GS Misc mod).
- The above was moved because you could now go over 10 spies and so had to confirm you would have more then 10 (GS has 20 spies).

Added up to 20 spy names and modifed Personality Perk specific to GS.
- 20 spy names, also you gain 1 new spy each level of perk.
- New Colonist (Spies) who steal 1 Culture, 1 Research which makes life better (1 health).
