v0.7.0 change log

- New Comp: POW Camp (Small medium and large variant)
- New Comp: Superlarge Support base (really dam big)
- New Comp: new arena
- Renamed Outposts category to military camps / posts to more accurately describe the contents
- millionth attempt to sign the output file (bohemia finally added it to the publisher so hopefully it will work this time. for real)
- cleaned up the presentation, added mod splash image and all that :D
- other really cool kid stuff
