This is a big update after a long time. Adds support for version 1.33.

Since the mod was last updated, the government system was changed with Dharma introducing the Reforms system. That update broke the mod since the fundamental systems that the mod relied on were changed.

This update overhauls the mod, making the Change Government decision add and remove specific reforms in order to created the desired government type.
Because this is such a big overhaul, compatibility with other mods, especially those that add/remove/change Government and Reform types will break.

Also note that some government types in the mod may require certain DLCs (e.g. 'American Dream' for the Federal Republic).
