Changed the country_color folder so that it should wrok
Added a slew of new countries to the list of countries that can form Rome, mostly the "romance" countries (france, spain, romania, etc)
Changed a modifier so that Rome no longer gets penalties when controlling Rome
Changed the Papal events file so that Rome no longer gets their negative events
Changed the decision so that you form the Roman Republic at the start
Added a decision so that if your government has become a dictatorship, that you can change the government to an empire
Balanced ideas more, however they still are powerful
Fixed a typo in the government section so that you only get +10% manpower instead +35%
Changed the morale boost for Consulates to +5% instead of +10%
And probably more stuff I'm forgetting at the moment

Added a fixed version of country_tags back
Italy (country) can no longer form Rome
Italian minors can now form Rome
Removed the Byzantine culture group req. and made it so only nations on a (rather large) list can form Rome
Balanced ideas as well as traditions & ambitions
Changed the description and title of certain ideas
Removed Lienz and added Sud Tirol/Trent to the province req. list
