Welding and Ropes and all that Jazz!

A welding tool and a rope tool have been added!
Start building those crazy physics based Maps!

Changes

-Gunner health has been halved
-Some improved phase start messages
-All classes get a gravity gun
-Remover tool no longer given in testing phase
-Weld and Rope tool now exist

Improved UI

-Game now informs you if a map is unsupported with no error messages.
-Spectators now have a message in their HUD instructing how to change team.

Server improvements
-Servers can now set a limit to how many rounds they want the game to play before the map is reset. Players can cancel this using the command !vote cancel
