Found that specialists were still getting hit with an x100 skill check cost for some reason; added a second/focused 1/100th conversion for specialists and it seems to be resolved.

Changed the version requirement to 4.10 (latest version) since I'm uncertain when the COSTx100 problem showed up. Was previously 3.10.

Divided purchase cost calculation by 100. Not certain what update caused this issue, but cost now scaled back to original intent.

Set the t-file page ID to match the Workshop ID; should minimize any chance of a conflict with another mod.
