More small improvements, nothing noteworthy

Small update focused on Enhance Logging capabilities.

Logging (enabled by 'fastload_verbose' in the f3 console) no longer crashes the game.
Functions were also swapped from fps-based runtime to seconds-based runtime to increase optimization.

Small Hotfix that prevents the optimization script from reseting the GraphicsDevice.Platform, causing game crashes when trying to load into areas with higher GPU render requests.

I.e. game no longer crashes when trying to load a bunch of things onto the screen (like when loading an outpost)

Made some minor changes and added Debugging tools like logs (fastload_verbose).
Game usually will crash during level transition with logging enabled.

Because I am stupid, original version only sped-up submarine loading, and it did it in a very brute-force way.

This new version uses a global hook and runs every frame (lightweight, don't worry about performance) to check for ANY loading, be it outpost, creatures, levels, etcetera...

Original version also loaded subs faster by sending the entire list of submarines to RAM, which, after being reminded of that in a dream last night, I realize that might not be good. It was changed to only load the necessary submarines for the level.

TL;DR
Made improvements.
