I got a false positive when I tested this. turns out to mod culture actions you have to replicate the entire culture generic action file. this will pretty much guarantee incompatibility with any other mods or updates that touch those files but alas.

hopefully nobody noticed that the mod didn't work for the first 9 hours. who reads this stuff anyway?
