-fixed colonization! every country that at the very least had the ability to colonize will now try to. I might adjust on a later version so that literally every country has the ability to. Also will maybe make it so countries will want to colonize a lot more than in vanilla, as well as prefer colonizing close a lot more to try to reduce map gore

-added 200% food bonus on capital decaying over 100 years
-all countries now start without any forts or units
-added some changes to make ai colonize more, but still not working
