- Cleaned up some of the logic in the code.
- Made the modifier not affect anything in game
- Added tooltips for people who are using this on a pre-existing save to explain why some of the features are blocked.

-Made the countries political color appear in the situation screen.

-Fixed a few colors that were not appearing right in game.
-Fixed a bug that stopped the copy color feature from working right.
