Fixes:
Updated Solar Panel logic to check for Artificial Suns (ChoGGi's old code works, and has thus saved significant time and effort)

Solar Panels now work as expected with additional Artificial Suns. Currently bugged panels will require the rebuilding of the local Artificial Sun.

General:
Artificial Suns are once again no longer refabbable because of an attachment issue if refabbed while active.

Issue Discovered:
Solar Panels only follow Artificial Suns (if at least one is built previously) if built BEFORE the nearest Artificial Sun.

Workaround:
Artificial Sun can be refabbed.
Artificial Sun charge speed increased to compensate.

Artificial Sun can be built multiple times.
