1.3 - Balance update! Increased the cost to acquire and use the silos to make them feel less cheaty.

Scrap metal silo:
- Increased construction cost from 40 Scrap metal and 20 Metal alloys to 60 Scrap metal and 40 Metal alloys.
- Increased construction time from 40 secs (1 hr ingame) to 320 secs (8 hrs ingame).
- Removed malfunction chance since silo has no moving or powered parts to malfunction.
- Fixed a small bug that gave some electronics upon deconstruction.

Concrete silo:
- Increased construction cost from 3 Electronics, 60 Metal alloys and 240 Concrete to 4 Electronics, 80 Metal alloys and 320 Concrete.
- Increased construction time from 100 secs (2.5 hrs ingame) to 480 secs (12 hrs ingame).
- Normalized malfunction chance to default.
- Advanced silos research now requires Freezer instead of Refrigerator tech.
