Updates to district definitions for changes in 4.1.6
Adds increased energy upkeep for habitat rural districts (and smaller increase to habitation district if using research support zones)
Fixes homeworld generation for tankbound void dwellers to reduce starting pops and properly replace food production with extra energy generation
Production overseers in all ecu districts
Production overseers now benefit from bureaucrat job efficiency bonuses (they were already set to use bureaucrat automod traits in vanilla, they just didn't receive any benefit from those traits)
