Fury tweaks

Added colorful particle FX to Elemental Fury when it successfully refreshes or applies a secondary enchantment effect.

Elemental Fury now reapplies the original magnitude and duration of secondary enchantment effects (like Flare Blade) if the target had one, or refreshes the duration to 40t if the remaining duration was less than that.

For example, if the target did not have Flare Blade, but another ally within the AoE does, then the target will receive a newly-cast Flare Blade with 40t duration.

If you want to update the strength of Flare Blade with a new value, you need to reapply Fire Enchant directly, or wait for Flare Blade's timer to run out, then apply it with Elemental Fury. Refreshing it with Fury will only maintain whatever the original strength was.

Reduced Elemental Fury cost from 5 to 4 (3 in vanilla; it was 1 too high before).
