Minor adjustments to traits and costs.

Balanced some traits, they still need lots of work to call balanced still

Added Maximus's MAA,

Changed Ruler designer points, now most of them tiered like 50-100-300

Adjusted birth rates - Tier 1 and Tier 2 should be more common now.(Tier 3's rate is still %0 from birth, but should be easier to get now)

Added artifacts for rulers without special Men at Arms, might add for all later.

Added Men at Arms for some Bloodlines, others might get an artifact,decision,custom event or MAA aswell havent decided yet.
