Fixed bug where you could spawn infinite ACE Spotting Scopes

Fixed bug condition with ACE Spotting Scope when 121 tripod but not spotting scope is in inventory.

- Added animation for deploying 121 Spotting Scope
- Added support for the ACE Spotting Scope for deploy spotting scope keybind - it will prioritize the 121 spotting scope if you have it but will deploy the ace spotting scope if you have it and don't have the 121 one
