big balance update:

made the reactor 3x3 instead of 4x4 because its more convenient

changed the work to build 15000 > 16000

changed power output from 2500w to 3000w

changed recipe 300 steel 2 adv components > 250 steel 50 plasteel 3 adv components 4 industrial components

made nuclear fuel faster to craft 3500 > 2300

made nuclear fuel more expensive costing 10 steel and 30 uranium now
