Improved the emergency correction system logic and restrictions

HOTFIX: Excluded weapons from the emergency cultural correction system, to prevent troops replacing their spears with pitchforks

Added: No Chainmail for Tier 1-2 restriction option to prevent low-tier troops from equipping chainmail armor, no more levies with mail chausses.
Fixed cultural restrictions to use original item/troop cultures instead of settlement-influenced cultures
Added aggressive cultural correction system: when troops have culturally incorrect equipment, the system immediately prioritizes any culturally appropriate replacement (even lower tier), then gradually upgrades to better gear within the correct culture once the cultural mismatch is resolved. (Only active when Restrict to Culture is enabled in MCM settings)

Fixed aserai cavalry replacing their horses with camels and camels with horses. Now cavalry troops will replace their mounts with other mounts of the same type, horses with horses, camels with camels, to prevent visual glitches with harnesses.
