Fixed code for House Celtigar and House Scales strong seeds (hopefully it fully works now).

Fixed a couple minor bugs including minor code fixes for MAA retinues.

- Revised all MAA unit images to be more aligned with Armies of Westeros.

- Added a rule to enable all house legacy perks for every dynasty at the start of the game. It is disabled by default.
