Academy skill hotfix.

Added config for trait scroll speed.
Fixed academy graduate traits not being available.
Fixed trait caps being ignored.
Fixed skill caps not being enforced correctly.
Fixed recovery dialog skipping some post mission screens.
Many other minor fixes.

Fixed rare crash on game load without MW5CompatPack.

Integration of new trait gain system

New trait system does not yet take into account trait rarity/chances yet. This will be coming in a future update. Overrepresentation of affinity traits can be mitigated by increasing the number of trait picks in mod options.

Fixed academy/training completion crashes.
Fixed a travel crash.
Fixed blank academy program names and descriptions.

EDIT: There are still issues with academy crashes. I don't know how so much broke with the game update.

Update for game version 1.12.376
New mod options added as part of Enhanced Academies integration.
There will be some minor issues, I had not finished integrating when the game updated. Some parts are disabled.
