Haven't been putting text here as there's a changelog, but figured I'd add the fact that *now* CE will consistently properly load before Heavenly Archives or Heavenly Redistricting use it's helper functions. (I'm hoping this works, I genuinely have no clue what else could be causing this, but I'll keep digging around to find some other potential issues)
