+ Reworked fire mechanics:
- When the Howler is set on fire, instead of being reduced to a snails pace for 1 minute before extinguishing itself, it will eventually die after being on fire long enough (how long exactly depends on difficulty)
- As a balance to this, the Howler will go berserk when on fire, dramatically increasing speed (also difficulty dependant) and no longer responding to the flashlight to slow down.
- Now lighting the Howler on fire is a conscious choice as to whether the team is willing to make a short term high risk maneuver of lighting it on fire and trying to outlast it's dying rampage as opposed to the relatively lower risk but longer term move of keeping it alive as it slowly chases you forever.

- Doubled the rate of damage the Howler deals to the Player on Easy difficulty (from 10/s to 20/s, same as normal and advanced)

- Howler can no longer despawn if you get too far away: once it's spawned, it'll be after you until you complete the level (had to make a custom despawn script cuz there's no way to set the discard range for infected types individually. if this is broke something, PLEASE TELL ME IMMEDIATELY so I can revert)

-Howler now has a 40% chance at the beginning of a round to never spawn in a level
-Howler is now guaranteed to spawn only once per level if it does ever spawn, no more multiple howlers per level bullshit
