Somewhat fixed the 'Brotherhood doctrine' icon, it shouldn't disappear anymore.

Changed 'lost hills logistics' to give political power and fixed the custom generals in the military academy branch.

Gave lost hills scavenged PA on game start.

Fixed the new fallen chapter generals and added Tapani.

Changed 'An Unexpected End' to give Rusk and Katherine Torni as field marshals, as well as 'Maxson's End' to give Brixley.

More balancing

Forgot to save the emergency measures change.

Tiny patch:
- Fixed the Brotherhood doctrine icon and emergency measures idea (again)

Medium Patch:
- Fixed all the generals/field marshals that are added through events
- Reworked a number of focuses to give more political power
- Balanced a few overpowered focuses
- Renamed a couple generals to be lore accurate
