Hotfix for Translations in B41

Russian and German should be displayed properly without any weird signs in B41 now.

Update 1.0 "Distribution and Translations"

I've finalized my thoughts around the distribution of the PDA in the world. Since it's a more high-end military device, it can now be found around military zones. The army surplus store owner might (or might not) have found a PDA supplier, and there are rumors that some police officers have been seen with such devices. So try your luck — maybe you can grab one of these useful little things!
