added "bugfix" key to detect "IsTweak" category

1) ATTENTION!!! The “tweaks” category has moved to first place in the category sorting order.

1) fixed missing sorting rules info if reopen editing mode
2) Circular dependency exception handling: now the exception does not block sorting
3) Fixed incorrect highlighting of incompatible mods under certain conditions. (When an incompatible mod was cached, but after disabling it, the highlighting did not disappear.)
