Updated to 1.17.0.1 (i guess?)
- Made AI use borrowed powers to change contracts too (yes, they never did so)

- Added vassal limit bonus to Land Grants innovation
- Reverted Cultivated Sophistication tradition changes
- Oath realated changes:
- - Rebalanced all the oath-specific buildings to be closer in power to lvl 1-3-5-7 regular buildings
- - Removed most of special build requirements from oath-specific buildings
- - Locked levels 3 and 4 of oath-specific buildings behind appropriate innovations
- - Made Conquest oath a bit easier for larger realms and somewhat harder for smaller ones
- - Doubled the years at peace required for Ensure Peace oath
- - Nerfed passive development/domain limit related oath modifiers
- - Buffed the rest of the oath modifiers
- Fixed AI never changing their vassal contract due to scope error (i think?)
- Made the mods AI scripts take some oaths into account

- Low legitimacy makes vassals refuse imprison/revoke/retract attempts without tyranny wars, instead liege loses prestige

- Merged kingdom of Anatolia into Rum in 1178 start date
- Made development threshold for removing Backwater modifier scale with era
