-Enable to drawing out animation, playing out the first time the character pulls up the weapon. as a system to balance or prevent "reloading" the weapon by dropping it and picking up again.

- Removed an unnecesary check that caused you were unable to fire or reload while your energy was depleted.
- Lower Cooldown timer, so weapon is able to be fired or reload as soon as its pull out.
