Fixed an error for those that play with Vanilla Textures Expanded but not Combat Extended Armors.

Made a patch to make my composite vest removal more compatible with other mods that may be using them. Any patches targeting it will no longer cause any errors and pawns assigned to use them will use armor vests instead.

Tweaked composite armors and rebalanced the stats of my riot armor rework.

Makeshift weapons can now be made with just steel.

Updated the VFE - Mechanoids factory recipes of ammunition to match the rebalanced recipes.
