Update 2.2 critical fixes

Further improvements to material list. Added detection for already constructed power lines.

Disabled action queue controls in multiplayer.

Slightly different layout for material list. Added buttons for pausing or clearing the action queue.

Added minimal demolish mode to the panel, which will won't clear space for air blocks

Added support for shipping pad settings
