Add localization support for the custom cards

- Cards added by WatcherSoul are now actually Ethereal

1.5 Act II Bosses Relics & Balancing
- Add all the Act II bosses soul relics
- Balance GremlinNob to gain 2 strength instead of one

1.4 Starter Relics & Bug fixes
- Added starter relics that are based on the 4 vanilla characters (Obtain through Neow)
- Changed Nemesis Soul effect to give Buffer every 3 turns instead of Intangible
- Balanced Gremlin Nob Soul effect from 3 -> 1
- Balanced Thievery power to only work for the first 3 attacks.
