Hotfix.

For Vanilla Factions Expanded - Empire, added a new resupply permit which resupplies the colony with ammo. The contents of the resupply depends on weapons held by pawns under player's control.

Switched the ammoset of the mounted grenade launcher to allow it to fire a wider variety of ammo types.

Made a small tweak to the VFE-S patch.
