Reduced the max storable stellar plasma from 1,000,000 to 100,000

Added has_stellar_manip_tech_2 trigger, primarily for use in Hyperquasaric Megaconstruction , but others may find their own uses for it

More things now check for the the has_stellar_manip_ap trigger instead of the AP itself, improving compatibility with other mods that seek to overwrite any stellar manipulation content

Updated version tag in descriptor to (loosely) follow semantic versioning rules
