Added a static version of version 0.39.

Version 0.39, a few minor balance changes to some nations, some heroes have increased magic paths, added 3 new heroes to Hunza and a new spell. A static verion of this mod (version 0.39) will be released within a few days.(A new nation is in the works but not yet finished, will be released in a future update).

Version 0.38, changed PD of some nations, progressed work on fixing compatibility issues with Hexabellum nations, added a new nation Hunza!

Fixed a Beolsk Bug related to events.
