Various fixes

Merged the "Dash Bulldriver's" bed cap onto the Pickup (bodygroup), due to them essentially being the same Pickup just with one being a varation.

Added the Police Skin that I aparently missed even though I looked right at it.

Color tool dedicated skin no longer colors the whole skin, but only the frame (the alpha map sucks but its thier).
