Fixed bug that removed all modifiers relating to State Atheism

Small update to fix issue with Knighthood interaction that allowed you to continually give them to the same person.

Added new names
Fixed localisation errors
Added new govt. type for British Raj

Some Localisation Immersion Changes:
- Army & Navy Names
- Character Titles and Ranks Used
- If gameplay changes are enabled, UK can grant Knighthoods to British Characters (adding 'Sir/Dame' to their name) - AI does not (yet) use this.
- Sinosphere and Hungarian characters have their family name before their given name.
- Sinosphere Royals use only their given name (In case of Qing this is I think their temple name so most appropriate, less so in Korea)
- Wars now have names such as the Opium War, Brothers' War &c.
- UK & The Empire have unique flavour names for law enactment stages with tooltips explaining them for edutainment.

If gameplay changes are enabled, then Canadian and Australian colonies will be rereleased if annexed by the UK, or the territory will be transferred to Australia/Canada if they exist.
Additionally, once Canada and Australia are formed, Newfoundland and New Zealand are split off as separate dominions.

More names & fixes, changed defines for better, more aesthetically pleasing country name placement.

Adjusted the triggers for the Japanese Shogunate so that Tokugawa Shogunate is shown at gamestart.

Many bugs fixed
- North and South German confederations now get the correct names & govt. types.
- Canada now gets correct flag
- CSA and FSA now get proper names.
- Italy now gets a Kingdom-tier government and thus will correctly be called the 'Kingdom of Italy'.

Added a dynamic name for Japan, now the Shogunate will be named after the ruling dynasty (e.g. Tokugawa Shogunate)
Fixed an incorrect trigger in vanilla to enable a generic red/black map colour for communist and anarchist countries respectively.
- Added another system to assign one of 8 random red colours to a communist country, excluding any colour used by any neighbouring country (this should allow for multiple neighbouring communist countries to have different shades of red). Countries with specific communist colours unchanged.

Added more gamerules for various new mechanics:
- Added some new formable nations
- Currently: Schleswig-Holstein (by decision), Soviet Union and United States of Greater Austria (i.e. Danubian state now formable by South German countries)
- Mechanic for automatically moving the AI's capitals to somewhere more sensible since they never move them
- Mechanic for nation demotion such as UK becoming England if Scotland's released or Belgium becoming Wallonia if Flanders is released.

Fixed some errors
All non-European principalities are now referred to as 'Kingdoms', although they still have the rank of principality (for prestige and such)
Added some better USA names for other government types.
Change the Soviet Union to Union of Soviet Socialist Republics.
Fixed republican Brazil not getting the correct name due to an incorrect tag reference

Fixed United Tribes localisation
All non-European principalities now have the appropriate 'Kingdom' government instead and are thus named as such.
Added unique name for unrecognised Burma.
Renamed Mandalay to Ava, as Mandalay was not founded until the 1850s.
