Elite ultras on Outskirts should have a sword if they berserk, assuming they even show up (I forgot)

Bonus level called "Flood Mombasa" is added. Features mostly flood, a few sentinels, and some covenant.
- The IWHBYD skull can be obtained on solo play and any difficulty now with a 1/2 chance.
- Enemy groups are changed in varying ways. Generally harder, but same issue with there being less encounters on legendary due to a lack of modding knowledge.
- Level title text is now green for no reason.

Warning: Spawns, AI pathfinding, etc. may be buggy.

Should hopefully fix the last of the issues I have with Plasma Cairo Station. The co-op respawn loadout should be different, and I fixed a marine spawn I had intended.
