Added support for v67

Fixed visual bugs, added reduced consumption rate for army supply.

Fixed issues with tech throwing errors and kicking players out of the game.

Added support for V66. Let me know if there are any issues. Noticed that you can't play V65 worlds on V66 but due to me not playing the game I don't know if that's a general thing.

Quick fix, cretonian nurseries still required pop. It's fixed.

Removed population requirement for nurseries

Fixed issues with fabric being the cause of crashes.

Due to issues with fabric I'm rolling back to this update.
